What is Digitoll?
Norway is going digital
at the border.
Starting September 15, 2026, all transport companies crossing into Norway must send shipment information electronically to Tolletaten (Norwegian Customs) before their goods arrive at the border.
This new system — called Digitoll — replaces the old paper-based processes. If your data isn't filed in advance, your truck won't be cleared to cross.

Digitoll is the Norwegian Customs (Tolletaten) new digital system for goods transport. All transport and goods information must be submitted and thus notified digitally to Norwegian Customsbefore the truck arrives at the border crossing.
Yes. From September 15, 2026, the transition period ends and Digitoll becomes mandatory for all transport companies bringing goods into Norway. Without digital pre-notification, your trucks will be stopped at the border.

A master consignment groups multiple house consignments together and represents the primary grouping of goods under a single main contract of carriage (like a Master Waybill or a CMR for road transport). A house consignment can be placed under a master consignment, or directly under the transport (known as a direct consignment) - a house consignment is the most granular level, representing the specific, individual shipment going to the final receiving company (the consignee)
